The AFL-CIO Electoral, Issue and Mobilization Hub activates unions, their workers, and allies in fights for higher wages, decent benefits and a voice at work so all working people can enjoy a better life. The hub builds power through the state and local federation system in partnership with national and local affiliate unions, community allies as well as everyday workers. The Electoral, Issue and Mobilization Hub is comprised of five divisions including campaigns, field, outreach, federation oversight and training, political operations and state and local legislation.

The director manages all hub resources including personnel and budget management. This position will work with leaders and staff to develop, execute, and align mobilization and outreach programs across multiple hubs and resource centers, campaigns and affiliates.


• Develop and strengthen national AFL-CIO mobilization programs by engaging affiliates, state federations, central labor councils, area labor federations, and outside groups in the planning, implementation, and evaluation of political, organizing and issue campaigns.
• Oversee and manage the strategic development and implementation of campaigns that integrate outside advocacy groups and community and church groups at national, state and local levels with other AFL-CIO programs including immigration, community action, political, and communications, and with state federations, local central bodies and affiliated unions.
• Conceive, develop and implement worker-oriented strategies, campaigns and programs directed at non-union communities through mail, phone, and earned media programs and integrate them into the larger AFL-CIO strategy.
• Manage the systematic reform of state and local AFL-CIO federation bodies making sure that non-union workers and community outreach are integral to the AFL-CIO's mission.
• Direct all resources and technical assistance for local and state campaigns.
• Represent the AFL-CIO at tables, coalitions and meetings with outside organizations.
• Manage hub planning, budgeting and forecasting as needed, including overall ground mobilization budget and state and local central body political fund allocations, messaging, communications and working with the appropriate hubs and resources to understand targeting priorities.
• Assist AFL-CIO Officers and other AFL-CIO leadership as needed on special projects.
• Implementing benchmarks and metrics to ensure successful completion of goals and being able to assess and adapt as needed.
• Implementing staff development plans that maximize individual growth potential and output.
• Convening and collaborating with affiliates peer to peer.
• Accountable to oversee for the implementation and use of technology and project/communication systems to enhance information flow and work coordination.
• Other duties as directed by the executive offices.


• Direct and manage the Electoral, Issues and Mobilization Hub, including the supervision of all staff within the hub. Based on strategic plan, build campaign staff structure, supervise, mentor and provide leadership for a staff of 75-80 employees.
• Accountable for directing work, including the launching of strategic programs, to advance the priorities of the federation including the budget alignment with those priorities.
• Collaborate with other hubs and Resource Centers to integrate work, coordinate staff resources and streamline efficiencies where appropriate.
• Coordinate budget with other hubs and resources to assure best use of resources.
• Ensuring an environment of inclusion that recognizes and maximizes the skills and talents of all employees within your hub.


• A minimum of ten years' experience in national and local political program development and implementation, with significant experience managing mobilization programs.
• Extensive leadership experience working inside and alongside with the labor movement.
• Extensive management experience coordinating programs between national organized groups.
• Demonstrated ability to build and strengthen key relationships with leaders at all levels of society – including, political, NGO, community, and union leaders.
• Demonstrated advanced understanding of the labor movement and its structure in the United States.
• Extensive staff management experience, including strong interpersonal skills and an ability to lead a team.
• Proven ability to supervise and develop staff maximizing each person's contribution and inclusion in the overall meeting and strategic purpose of their work.
• Excellent project management skills on complex projects.
• Demonstrated ability to handle multiple high priority projects with competing deadlines.
• Extensive experience managing large, diverse staff teams.
• Demonstrated ability to resolve conflicts while maintaining important and effective relationships.
• Demonstrated ability to work effectively in politically sensitive and high-pressure environments.

• Ability to travel on a regular basis as needed, and for extended periods of time.
