Deputy Director

The Deputy Campaign Director will work closely with the Campaigns Department Director to execute all strategic functions of the department and to strengthen internal and external commitment to all AFL-CIO mobilization programs.

The Deputy Campaign Director works under the direction of the Campaigns Director and in coordination with the AFL-CIO affiliates, and with external partners and allies. The position will work with leaders and staff to develop, execute, and align mobilization and outreach programs across multiple departments, campaigns and affiliates, with the goal of winning elections, legislative fights and contracts for working families across the country.

Description of Duties:

• Develop and strengthen national AFL-CIO mobilization programs by engaging affiliates, state federations, central labor councils, area labor federations, and outside groups in the planning, implementation, and evaluation of political, organizing and issue campaigns.
• Oversee the strategic development and implementation of campaigns that integrate outside advocacy groups and community and church groups at national, state and local levels with affiliated and unaffiliated unions, other AFL-CIO departments and state federation bodies.
• Conceive, develop and implement worker oriented campaigns and programs through mail, phone, and digital, paid and earned media and integrate them into the larger AFL-CIO strategy.
• Establish accountability systems (campaigns debriefing and metric bases assessments) to ensure the federation is meeting its goals in all campaigns.
• Work with affiliates, staff, allies and consultants to conduct a thorough quantitative and qualitative analysis and evaluation of the federation system to determine a long term reform plan with clear goals for continued organizational and financial change.
• Assist the Director in managing the systematic reform of AFL-CIO federation bodies making sure that non-union workers, community groups and partners are integrated into the AFL-CIO's mission.
• Build and manage campaign staff structure, supervising, mentoring and leading a staff of 75-80 employees. Develop and implement internal staff development and training programs in key areas.
• Represent the AFL-CIO at tables, coalitions and meetings with outside organizations.
• Assist the Campaign Director with department planning, budgeting and forecasting as needed, including overall mobilization budget and state and local central body allocations, messaging, communications and working with political department to understand targeting priorities.
• Work with the Communications Department on press strategy, the Political Department on targeting, polling and strategy, the Digital Department on digital and online strategy, the Policy Department on policy, the Legislative Department on legislative strategy and other Federation departments as needed.
• Assist AFL-CIO Officers and other AFL-CIO leadership on special projects as needed.

Qualifications:

• A minimum of ten years' experience in national and local political program development and implementation, with significant experience managing mobilization programs.
• Significant leadership experience working inside and alongside with the labor movement.
• Significant management experience coordinating programs between national organized groups.
• Ability to build and strengthen key relationships with leaders at all levels of society – including, political, NGO, community, union and business leaders.
• Demonstrated advanced understanding of the labor movement and its structure in the United States.
• Extensive staff management experience, including strong interpersonal skills and an ability to lead a team.
• Excellent project management skills on complex projects.
• Demonstrated ability to handle multiple high priority projects with competing deadlines.
• Extensive experience managing large, diverse staff teams.
• Demonstrated ability to resolve conflicts while maintaining important and effective relationships.
• Demonstrated ability to work effectively in politically sensitive and high-pressure environments.
• Demonstrated ability to exercise excellent political judgment and discretion.
• Demonstrated experience in developing campaign and personal work plans and goals.
• Effective time management skills, including prioritizing and managing multiple tasks.
• Demonstrated ability to build and motivate teams and work effectively in a team environment in both a lead and support role.
• Demonstrated ability to work independently.
• Excellent listening, interpersonal, and problem-solving skills.
• Excellent communication skills (both written and oral) and ability to facilitate meetings with diverse participation.
• Ability to work long hours and weekends as required.
• Ability to travel on a regular basis as needed, and for extended periods of time.
