Data Systems and Technology Director

The Data Systems & Technology Director will work within the Political Department and in conjunction with other Federation Departments and affiliates to assess data systems, tools, and infrastructure needs. The work will include enhancing existing programs around political, legislative and other program mobilization as well as working across departments to determine needs and lead change needed around new and existing programs and projects outside of the political and legislative sphere.

The position will require innovative thinking around major projects designed to refashion the data, tools, and technology infrastructure systems throughout the Federation.

Description of Duties & Principal Responsibilities:

• Manage the work of the Federation around integrating all facets of data, tools, and technology used to implement political, legislative and other mobilization programs.
• Create a long term, technical road map of Federation needs for data and technology.
• Assess the current tools and systems as related to existing programs and, working with the relevant Federation departments, develop short and long term strategic plans to enhance and revamp as needed.
• Direct the allocation, within established guidelines, of technology tools and resources available to assist AFL-CIO affiliated unions, the national AFL-CIO and its state and local bodies in implementing programs.
• Provide leadership for support of data and technology needs of the affiliates, Federation departments, and state and local federations.
• Direct the development of new tools and enhancement of existing tools to help expand and strengthen the AFL-CIO role in assisting affiliates, state and local federations, and allies to carry out more effective campaigns and programs.
• Determine best practices for systems integration within and across departments and work with relevant department directors and senior staff on implementation goals.
• In consultation with relevant Federation departments, work with existing vendors to oversee long term, strategic integration of tools and data.
• Identify areas where technical training for affiliates, state and local federations, and staff is needed and work with relevant Federation staff and identified groups to develop and provide training.
• Manage a team of people who directly work on several different technology tools used to manage affiliate membership data, membership data requests, phone technology, and volunteer tracking and management systems for campaign mobilization efforts.

Qualifications & Skills:

• 6-8 years of relevant experience showing increased levels of responsibility.
• Strong knowledge of the structure of the AFL-CIO, our affiliates, and the labor movement in general.
• Demonstrated experience in managing staff.
• Demonstrated experience managing complex data systems.
• Demonstrated experience negotiating and managing agreements with vendors related to data, tools, and advanced integrated data systems.
• Extensive knowledge of both current and emerging technologies used as political and campaign mobilization tools particularly as it relates to field technology and on-line tools.
• Broad, hands-on experience working with NGP/VAN and Catalist.
• Experience working across departments or teams within an organization to set and achieve goals.
• Demonstrated ability to identify training and development opportunities for affiliates, Federation staff, and state and local federations.
• Extensive staff management experience, including strong interpersonal skills and an ability to lead a team.
• Demonstrated ability to build and motivate teams and work effectively in a team environment in both a lead and support role.
• Excellent project management skills on complex projects.
• Demonstrated ability to effectively translate technology and apply to political, legislative and other field programs.
• Demonstrated ability to work independently within the context of a plan.
• Ability and willingness to lead and support organization change efforts.
• Effective in politically sensitive, fast paced, and high pressure environments.
• Strong listening, interpersonal, communication and problem solving skills.
• Demonstrated ability to build and work effectively in a team environment, in both a lead and support role.
• Effective time management skills.
• Experience in developing strategic plans and in creating both team and personal work plan goals.
• Ability to travel, as needed, for both short and extended periods of time.
• Ability to work long and extended hours including evenings and weekends, as needed.
