Overview

Manage the planning, implementation, and administration of all AFL-CIO office automation systems, local area and wide area networks, audio-visual systems and equipment, telephone and telecommunications systems. Responsibility includes all desktop/laptop systems, PDAs, audio-visual networks, storage, email, phones and interconnectivity to the Internet.

Principal Duties and Responsibilities:

• Manage the Help Desk, network, audio visual and telecommunications staff that provides user support and manages the AFL-CIO networks and telephone systems. Supervise Help Desk ticketing and Conference Scheduling Systems, for organization, assignment, knowledge-base and prompt customer-centric administration;
• Consult with AFL-CIO departments and affiliated organizations to define their software, hardware, and network needs. Acquire or develop and implement appropriate applications or procedures to support programs and campaigns;
• Plan the development of all AFL-CIO networks, LANs in managed offices, WANs and the connection of these LAN/WANs to the Internet and integrated digital audio-visual systems;
• Manage all telecommunications and networks for the AFL-CIO and for AFL-CIO field offices and supported affiliated organizations and applicable constituency groups;
• Manage telephone systems, including phones, wiring, PBXs, Voice Mail and Call Accounting Systems. Manage large-scale automated call center calling systems capable of 300,000 calls per day;
• Develop and maintain systems and procedures required to ensure security of networks, infrastructure, phone systems, desktops, laptops, mobile devices, audio-visual systems and applications. Manage patch management and security monitoring systems. Help develop security policies and report on security compliance;
• Identify and manage such consultants, integrators and vendors as may be needed to assist with network management and expansion;
• Assist in the design and implementation of a state-of-the-art electronic communications capability that promotes inter-union communication and coordination;
• Work with state federations, CLCs and affiliates to define networking and office automation needs and recommend/develop solutions;
• Project managed database application development. Assist in supporting requests for development of PC-based database applications. Provide appropriate training/guidance to users on how to properly use applications developed;
• Provide high-level technical and analytical support for development and support of new technology and desktop products and configurations;
• Manage, including the staff team assigned, the audio-visual and office computer systems, particularly for officer events both in town and out-of-town;
• Provide regular reporting of network activity, Internet connectivity and statistics;
• Plan, design, write, and deliver training classes to appropriate groups (field and headquarters staff, state federations, central labor councils, affiliates, and constituency groups, etc.);
• Participate with various departments in the ongoing design, testing and implementation of a Disaster Recovery Program;
• Provide consulting services to AFL-CIO's affiliated unions and allied organizations when requested;
• Remain current on the development of technology trends through trade and general media, conferences and other training opportunities.

Qualifications:

• B.S. Computer Science, Information Systems or related discipline preferred with ten years technical experience in the field of Information Technology;
• Four years of experience managing IT personnel;
• Superior project management and systems analysis skills with strong skills in writing, giving oral presentations, and working directly with individuals and groups;
• A strong working knowledge of networking and office automation and cloud systems with in-depth experience in all phases of LAN/WAN/desktop security and telecommunications;
• Propensity to very quickly learn new systems and understand emerging technologies;
• Extensive knowledge and experience in managing multiple network operating systems, including Novell, Microsoft and Linux, disaster recovery, telecommunications and security;
• Significant experience in office automation products, including experience with desktop database applications, cloud and audio-visual systems;
• Experience with telephone systems, including automated call systems, highly desirable;
• Previous experience working in the labor movement is a plus;
• Strong interpersonal and communication skills and the ability to manage relationships in complex political and sensitive organizational situations;
• High level of individual motivation and a proven self-starter;
• Ability to travel and perform weekend and evening work;
• Excellent time-management and organizational skills, and must be able to multitask and prioritize;
• Demonstrated ability to work independently and as part of a team.

Network Systems and Operations:

Manage the full-life-cycle development/implementation of network, desktop and office automation applications. Systems can be expected to vary greatly in size and phases may include analysis of organizational needs, identification/selection of possible platforms (hardware/software), design, implementation, deployment and ongoing management.

AFL-CIO staff, consultants or vendors may be used in various phases of the development life cycle and/or ongoing support and administration of various systems. Duties will include providing technical guidance on all aspects of system implementation and management of staff and consultants. This may be at a very high level, to non-technical senior managers, or at a fine level of detail required to help desk staff. Responsible for managing the operation of critical systems, including Help Desk, PBX telecom, Audio Visual systems and electronic security.

Management:

This position reports directly to the Information Technology Director and will represent the director with senior management, affiliates and vendors as necessary.
